Jal Jeevan Mission - Uttar Pradesh ( JJM

भारत सरकार द्वारा जल जीवन मिशन की समय सीमा, जो पूर्व में मार्च 2024 तक निर्धारित थी, को दिसंबर 2028 तक विस्तारित किया गया है।
निर्माण के उपरांत, जल जीवन मिशन की परियोजनाओं का आगामी 10 वर्षों तक संचालन एवं अनुरक्षण कार्य निर्माण करने वाली एजेंसी द्वारा निष्पादित किया जाना प्रस्तावित है।
उत्तर प्रदेश के कुल 97070 गाँवों में से 10823 गाँव जल निगम की पुरानी पाइप पेयजल योजनाओं से और 85084 गाँव जल जीवन मिशन से आच्छादित हैं।
जल निगम की पुरानी योजनाओं द्वारा आच्छाeदित कुल 10823 गाँवों में से 8899 गाँव पूर्व में ही पंचायती राज विभाग को हस्तांतरित किए जा चुके हैं। इनमें से 8035 गाँवों में आंशिक जल आपूर्ति की जा रही है तथा 2788 गाँवों में विभिन्न कारणों से जलापूर्ति बाधित है।
जल जीवन मिशन के अंतर्गत कुल 36369 पेयजल योजनाओं से 85084 गाँव आच्छादित हैं। इनमें से 9456 योजनाएँ (21495 गाँव) संचालन एवं अनुरक्षण में हैं, जिसमें बिंदु-6 में वर्णित 119 गाँवों को छोड़कर शेष में नियमित जलापूर्ति की जा रही है।
अनुरक्षण एवं संचालन में लिए गए 21495 गाँवों में से 119 गाँवों में (19 Theft,5 Power,1 Tullu,77 Road Widening,12 Internal Works,6 Local Repairing)के कारणों से जलापूर्ति प्रभावित है।
जल जीवन मिशन के अंतर्गत 6714 योजनाएँ ( 14309 गाँव) ट्रायल रन में हैं । ट्रायल रन के दौरान भी आम जनमानस की सुविधा के दृष्टिगत संबंधित गाँवों में पूर्ण या आंशिक रूप से नियमित जलापूर्ति की जा रही है।
जल जीवन मिशन के अंतर्गत 20199 योजनाएं ( 49909 गाँव) निर्माणाधीन हैं यद्यपि 8172 योजनाओं ( 15332 गाँवों) में डायरेक्ट पंपिंग के माध्यम से पेयजल आपूर्ति की जा रही है।
प्रदेश में अब तक कुल 124113 समस्या/सुझाव दर्ज की गई हैं, जिनमें से 109805 का प्रभावी निस्तारण किया जा चुका है तथा शेष 14308 लंबित शिकायतों पर कार्यवाही की जा रही है।
प्रदेश भर में जल जीवन मिशन के अंतर्गत क्रियान्वित 36369 योजनाओं में 38933 ट्यूबवेल के सापेक्ष 38537 (98.98%) ट्यूबवेल, 38933 पंप हाउस के सापेक्ष 37764 (97.00 %) पंप हाउस, 39953 OHT के सापेक्ष 21085 (52.77 %) OHT, 38383 क्लोरीनेशन सिस्टम के सापेक्ष 25447 (66.30 %) क्लोरीनेशन सिस्टम, 32858 सोलर प्लांट के सापेक्ष 29036 (88.37 %) सोलर प्लांट का कार्य पूरा कर लिया गया है, शेष कार्य प्रगति पर है।
प्रदेश में जल जीवन मिशन के अंतर्गत कुल 564233 किलोमीटर पाइपलाइन बिछाने के लक्ष्य के सापेक्ष अब तक 520916 किलोमीटर (92.32%) पाइपलाइन बिछाई जा चुकी है।
पाइपलाइन बिछाये जाने के दौरान, प्रदेश में लगभग 202360 किलोमीटर विभिन्न प्रकार की सड़कों को तोड़ने की आवश्यकता पड़ी, जिसके सापेक्ष 195533 किलोमीटर सड़कों का मरम्मत कार्य किया जा चुका है।
प्रदेश में जल जीवन मिशन के अंतर्गत कुल 85084 गांव में से 61267 गांवों में तोड़ी गई सड़कों का मरम्मत कार्य 100 % हो चुका है।
निर्माणाधीन गांवों में संसाधनों की उपलब्धता के दृष्टिगत, भारत सरकार द्वारा तय समय-सीमा दिसंबर 2028 तक कार्य पूर्ण किया जाना लक्षित है।
संचालन एवं अनुरक्षण (O&M) श्रेणी के अंतर्गत आने वाले गांवों में निर्माण कार्यों के दौरान क्षतिग्रस्त हुई सड़कों का पुनर्स्थापन पूर्व की भांति कर लिया गया है।
निर्माणाधीन एवं ट्रायल रन श्रेणी के अंतर्गत आने वाले गांवों में निर्माण कार्यों के दौरान क्षतिग्रस्त हुई सड़कों को वर्तमान में मोटरेबल (आवागमन योग्य) बना दिया गया है। पूर्ण पुनर्स्थापन कार्य अभी शेष है, ताकि ट्रायल रन या निर्माण के दौरान किसी भी प्रकार की समस्या आने पर आवश्यक सुधार कार्य आसानी से किया जा सके।
प्रदेश में जल जीवन मिशन के अंतर्गत कुल 85084 गांवों में से 65875 गांवों में सोलर प्लांट स्थापित हैं।
जल जीवन मिशन के अंतर्गत कुल 36369 पेयजल योजनाओं में से 32987 योजनाएँ सौर-आधारित हैं, जिनमें 1082985 किलोवाट की ऊर्जा मांग के सापेक्ष 974933 किलोवाट क्षमता का सोलर सिस्टम स्थापित किया गया है। इससे प्रतिमाह लगभग ₹126 Cr की बचत हो रही है तथा प्रतिवर्ष लगभग 1462400 मीट्रिक टन कार्बन डाइऑक्साइड के उत्सर्जन में कमी आ रही है।
सभी जल स्रोतों, विद्यालयों, आंगनबाड़ी केंद्र एवं कैंपल नल कनेक्शन के जल नमूनों की गुणवत्ता की जांच प्रदेश में स्थापित लैब, फील्ड टेस्ट किट एवं आई बेस्ड सेंसर के माध्यम से नियमित रूप से की जा रही है।
कार्यों में प्रयोग की जा रही सामग्री और निर्माण कार्यों की गुणवत्ता भी नियमित रूप से TPIA (Third Party Inspection Agency) और मटेरियल क्वालिटी टेस्ट (Material Quality Test) लैबोरेटरी से नियमित जांच/चेकिंग कराया जा रहा है।
प्रदेश में कुल 20 जनपदों में 738 गाँव आर्सेनिक से प्रभावित हैं। सभी गाँवों को पाइप पेयजल योजना से आच्छादित किया गया है। इनमें से 562 गाँवों में कार्य पूर्ण कर लिया गया है तथा शेष गाँवों में कार्य प्रगति पर है।
प्रदेश में कुल 53 जनपदों में 1460 गाँव fluride से प्रभावित हैं। सभी गाँवों को पाइप पेयजल योजना से आच्छादित किया गया है। इनमें से 918 गाँवों में कार्य पूर्ण कर लिया गया है तथा शेष गाँवों में कार्य प्रगति पर है।
प्रदेश में कुल 36 जनपदों में 1146 गाँव JE/AES से प्रभावित थे, जिनमें से 753 गाँवों में कार्य पूर्ण कर लिया गया है और शेष गाँवों में कार्य प्रगति पर है।
